USA blacklists Kashmir 'terror' group

Its founder, Syed Salahuddin, was designated a terrorist by the June, ahead of a visit to Washington by Indian Prime Minister Narendra Modi.

The United States on Wednesday said it had sanctioned Hizbul Mujahideen, the largest of the anti-Indian Kashmiri militant groups fighting in the Himalayan territory divided between Pakistan and India.

"Today's action notifies the USA public and the worldwide community that HM is a terrorist organisation".

In an order, the US State Department said the designation of the HM as a terror organisation would deny it the resources it needs to carry out terrorist attacks, its assets in the US would be frozen, and US citizens prohibited from engaging with the group.

"Terrorism designations expose and isolate organisations and individuals, and deny them access to the USA financial system".

In another indication of its growing ties with India, the United States on Wednesday designated Kashmiri organization Hizbul Mujahideen as terrorist outfit, freezing its assets and banning USA financial transactions with the group.

Such designations, however, have had limited impact on functioning of terrorist groups in Jammu and Kashmir.

Hizbul Mujahideen has claimed responsibility for several attacks, including the April 2014 explosives attack in the state of Jammu and Kashmir, in which 17 people were injured. Some said that they had been engaging with the United States to declare Hizbul as a global outfit and pressurize Pakistan to take action against him.

But Salahuddin continues to operate freely in Pakistan-Occupied Kashmir and had, along with Pakistan, denounced the USA move.

The alliance had claimed that the people of Kashmir are "peacefully and resiliently resisting this occupation by a mighty military power and demanding their just right, despite the fact that all means and methods of resistance are barred to them by force".
