UK Will Not be Part of EU Treaties for Brexit Transition Period

Appearing to put aside their opposing views on Brexit after weeks of squabbling, chancellor Philip Hammond and trade secretary Liam Fox have finally agreed that there will be a fixed transition period after the United Kingdom leaves the EU.

"We will leave the customs union and be free to negotiate the best trade deals around the world as an independent, open, trading nation", Hammond and Fox wrote in the Sunday Telegraph newspaper. And it must ensure a smooth and predictable pathway for businesses and citizens alike. "That means businesses need to have confidence that there will not be a cliff-edge when we leave the European Union in just over twenty months' time", the pair write.

"We are both clear that during this period the United Kingdom will be outside the single market and outside the customs union and will be a "third-country" not party to EU treaties", Fox and Hammond said.

A series of papers are being published, including one covering what will happen to the border between Northern Ireland and the Republic after the United Kingdom has left the EU.

BBC political correspondent Ben Wright said Mr Hammond - who is seen to favour a "softer" approach to Brexit - and Mr Fox, one of the most prominent pro-Brexit ministers, had "previously appeared at loggerheads" over the government's strategy on leaving the EU.

Writing in the Observer, he said: "People say we must respect the referendum".

We will leave the single market, because there was a vote for change on June 23 and that is what we will deliver.

The new detailed proposals come as Mr Davis prepares to embark on a third round of talks with the EU's chief negotiator Michel Barnier in the Belgian capital at the end of the month.

He described the outcome of last year's referendum as an "unparalleled act of economic self-harm".
