Euclid police make controversial arrest; incident caught on video

WKYC spoke with Lashaunda Malone, a woman who recorded the incident and posted the video to Facebook.

Richard Hubbard III, 25, was driving a 2011 Hyundai when he was pulled over on East 228th Street before 10:30 a.m, according to a news release.

Hubbard was ordered out of the auto told to face away from the police as he was taken into custody. Officers can be seen wrestling Hubbard to the ground and punching him multiple times. The officer briefly puts his hands around the man's neck and pushes his head into the ground a couple times. The other officer pats his partner's back before the officer on top of the man slides an object away.

A Euclid police officer is on paid administrative leave following an alleged "violent" struggle lasting more than three minutes with a Cleveland man he arrested during a traffic stop.

"He just got out the vehicle, as soon as he got out the auto, the officer grabbed him by the throat", Malone said.

The incident was captured on the police dash-camera. He was charged with driving under suspension and resisting arrest and was released after posting bond.

Hubbard was medically examined at the Cuyahoga County Jail Euclid Annex.

"This is not the first complaint that we've had about Euclid police officers using excessive and unnecessary force against African-American people they are trying to apprehend or arrest", said James Hardiman, a local attorney and president of the Cleveland branch of the NAACP. "This entire incident will be reviewed, in detail, so that the public can have a full and open understanding of the series of events that eventually led to this violent encounter", Houser said in his statement.

A video of the struggle was posted on the Black Lives Matter Cleveland Twitter account, and protestors gathered at the site at 7 p.m. Saturday to oppose the treatment of Hubbard.
