South Korea on Monday proposed talks with North Korea over military and Red Cross affairs, China's Xinhua news agency reported.

The proposal is created to follow up on President Moon Jae-in's offer to suspend "all acts of hostile activities" at the cross-border region as of July 27, when the two Koreas mark the 64th anniversary of the armistice treaty that ended the Korean War in 1953, the ministry added.

He also offered to hold reunions of families torn apart by the war on October 4, Korea's lunar fall harvest holiday and the 10th anniversary of the second inter-Korean summit. Kim's statement suggested he will order more missile and nuclear tests until North Korea develops a functioning ICBM that can place the entire USA within its striking distance.

North Korea has said that the 12 female workers involved in a mass-defection to South Korea in April a year ago and Kim Ryon Hui - who has said she wishes to return to her homeland after, she claims, mistakenly defecting in 2011 - must be returned to the North.

The Seoul official said the argument seemed to correspond with Moon's plan of scrapping hostile acts. But experts said there could be a difference.

The last such reunions were held in October 2015 during the government of Moon's predecessor under a futile push for reconciliation following a sharp increase in tension over border incidents involving a landmine blast and artillery fire.

But experts said the resumption of the event may take a bumpy road since the communist state continued in the commentary to demand South Korea repatriate 12 female North Koreans who worked at a Pyongyang-run restaurant in China and defected to Seoul en masse a year ago.

Despite the North's aggression and increasingly belligerent responses from Washington, South Korean President Moon Jae In has emphasized the importance of getting Pyongyang back to the negotiating table.
