Recent pressure from China, which has been encouraging North Korea to abandon its nuclear and missile tests, seemingly has achieved nothing. Direct military action is almost unthinkable- millions would be harmed, and China would likely be even more upset about a devastated North Korean peninsula at its borders than a unified capitalist regime there.

North Korea is doing everything opposite of attempting to seek a peaceful existence with its neighbors.

In June, Trump expressed disappointment with Chinese efforts to contain North Korea, having previously promised the Chinese would do more to de-escalate tensions.

Still, Chinese purchases of North Korean iron ore are contributing to tensions between the USA and China following President Donald Trump's statement last week expressing annoyance about China-North Korea economic ties.

A few years back, the Washington Post noted that of the nine members of the standing committee of China's Politburo, at least five had children or grandchildren studying in the US. Since there is little prospect of achieving this goal by continued posturing and issuance of sanctions, there are only two ways that President Trump can make the world safe from North Korea.

Yet after the collapse of the USSR, North Korea was left destitute and thousands died in a crippling starvation. In a unanimous vote, the Senate passed the North Korea Sanctions and Policy Enhancement Act.

The advantage of starting with student visas is twofold: The unintended harm done would be more limited than any military strike, and visas are likely a more effective lever than sanctions.
