The White House remained tight-lipped about Trump's decision.

The president, however, argued the agreement had disadvantaged the U.S.

United Nations spokesman Stephane Dujarric described the USA withdrawal from the climate deal as a "major disappointment for global efforts to reduce greenhouse gas emissions and promote global security".

Under Mr Obama, the U.S. had committed to reducing its emissions by between 26% and 28% from 2005 levels by 2025. Countries are permitted under the treaty to change their goals and there is no punishment for missing targets.

Washington state is also moving ahead with capping carbon emissions and requiring power plants and oil refineries to reduce emissions over time.

The Paris deal "hamstrings the United States while empowering some of the world's top polluting countries" and any new agreement would need the burdens and responsibilities equally shared by nations around the world, he said.
