President Donald Trump wants to spend more money on apprenticeships and give private companies more flexibility in designing programs to help fill some of the 6 million open jobs in the Unites States. The executive order doesn't refer to specific restrictions, but does order the Labor Department to create industry-recognized apprenticeship programs, which involves determining how third parties such as non-profit organizations and unions can provide recognition to apprenticeship programs.

President Donald Trump is giving businesses expanded authority to design their own apprenticeship programs in an executive order signed June 15.

"We're empowering these companies, these unions to go out and create new apprenticeships for millions of our citizens", President Trump said. "Apprenticeships place students into many jobs without the crippling debt of four-year college degrees".

Trump said the learn-and-earn arrangements are going to be "a big, big factor" in his effort to add jobs employers are having trouble filling. "A report that former President Barack Obama's Commerce Department released in 2016 that "apprenticeships are not fully understood in the United States, especially" by employers, who tend to use apprentices for a few, hard-to-fill positions" but not as widely as they could. The money would come from existing job-training programs.

Trump seems to be sending some mixed signals when it comes to job training.

Despite many available job vacancies, millions of American workers do not have the opportunity to gain the skills necessary to thrive in a 21st century economy, the White House said in a fact sheet. "The Foundation has already begun working with the industry to develop and implement an apprenticeship program that provides the skills and training needed for career advancement across multiple management positions", stated Rob Gifford, Executive Vice President, National Restaurant Association Educational Foundation.

But apprenticeships are just one slice of a much larger workforce development pie.
