  • Budget impasse continues as deadline winds down

The throng shouted chants about the governor and House Speaker Michael Madigan such as, "Rauner, Madigan, can't you see, human needs beat corporate greed!" and carried a banner outlining their vision for IL as it wended its way toward the Capitol.

The proposal, sprung from months of bipartisan Senate negotiation, called for a $37.3 billion budget fueled by $5.4 billion in tax increases.

"Let me remind you that in all of his time the state of Illinois has existed we have never once gone without a budget until Governor Rauner took office", Susana Mendoza, Illinois Comptroller, said. Bob Pritchard of Hinckley weighed in on the lack of a vote after five months of deliberations. Since becoming governor, however, Gov. Rauner refuses to negotiate a balanced budget, despite promises that he could do it without new taxes. A statement from spokeswoman Eleni Demertzis says, "Madigan's majority owns this downgrade, because they didn't even attempt to pass a balanced budget, get our pension liability under control, and other changes that would put IL on better financial footing".

Democrats do have a lot of leverage, because the consequences of not passing a budget by July 1, the end of the state's fiscal year, are so dire.

"Seniors will continue to lose meals on wheels and in-home care", said the Responsible Budget Coalition in a statement emailed to Chicagoist. "Regardless if it is balanced - or not - period, I haven't even had the opportunity to vote on a budget".

As a result, the state's pile of unpaid bills, a barometer of its structural deficit, has topped $14 billion.

Most of the funds it would raise come from increasing the personal income tax rate to 4.95 percent. The so-called grand bargain has cleared the Senate, and school leaders have a plan to encourage the House to follow suit.

The impasse between Republican Governor Bruce Rauner and Democrats who control the House and Senate showed no overt sign of ending, which could push budget deliberations past Wednesday's scheduled end of the legislative session.

The fallout from the Illinois General Assembly failing to reach a budget compromise by midnight Wednesday was swift.

The only difference between the new bill and the one Rauner vetoed is that citizens can now choose to "opt out" of automatically registering.

Secretary of State spokesman Henry Haupt told The Daily once legislators adjourned at roughly 9 p.m., the public had an hour to leave the building. Koehler said. He added, "We passed their bill and they didn't have to vote for it, I just don't get it". They're not doing it.

Prior to Rauner's press conference, state Sen. But Republicans jumped ship, instead reiterating the governor's complaint that the GOP shouldn't approve an income tax hike with just a two-year property tax freeze.

SB9, and other proposals like it, served as a warning sign for businesses in the state, business leaders said.

"That's not fair to the taxpayers of IL", he said.

Though both the House and Senate have passed the legislation, changes made to the bill in the House mean that the bill will need to return to the Senate for a second vote before it is headed to the Governor's desk. He also wants a freeze on local property taxes, which are among the highest in the nation.
