Trump's budget would make cuts to food stamps and Medicaid

The Trump administration says it can balance the federal budget within a decade.

- Medicaid would be reduced by more than $600 billion over 10 years by capping payments to states and giving governors more flexibility to manage their rosters of Medicaid recipients. Trump's plan, drawn up by White House budget director Mick Mulvaney, lands as Trump's GOP allies in Congress are grappling with repealing and replacing former President Barack Obama's health care law and looking ahead to a hard rewrite of the loophole-clogged USA tax code.

Details on Trump's budget will not be publicly released until Tuesday, but Mulvaney has briefed Republicans about what's coming and his staff has provided targeted leaks to the media.

Mulvaney did, however, say, "We are not going to measure success by how much money we spend" but rather by how many people are helped.

A Washington Post report said the budget plan assumes the same amount of cuts proposed in the American Health Care Act, the House GOP plan that would roll back parts of former President Barack Obama's health care law.

An earlier blueprint from Trump proposed a $54 billion, 10 percent increase for the military above an existing cap on Pentagon spending, financed by an equal cut to nondefense programs. But speaking to reporters, Mulvaney said extra care was taken to look at "the impact of government spending on people who pay the taxes in the first place", rather than focusing more on people potentially aided by government programs. Trump's education secretary, school choice advocate Betsy DeVos of west MI, will be expected to pitch those proposals to Congress and overcome entrenched Democratic opposition.

The Washington Post reported that the move could see as many as 10 million people lose their benefits in the next decade.

Rep. Hal Rogers of Kentucky predicted that Trump's foreign aid cuts "will not stand" and called other cuts "draconian, careless and counterproductive".

"This budget continues to reveal President Trump's true colors: His populist campaign rhetoric was just a Trojan horse to execute long-held, hard-right policies that benefit the ultra-wealthy at the expense of the middle class", Senate Minority Leader Chuck Schumer said in a statement Sunday. Farm state lawmakers are already pushing back on proposals to curb agriculture assistance, for instance, and key Republicans are not interested in adding another round of cuts to Medicaid on top of those contained in the ongoing "Obamacare" repeal and replace effort.

The cuts are part of a budget blueprint for the upcoming fiscal year that begins October 1. This represents 25% decrease that would push millions of low income households out of the program.

He is also calling for $2.6 billion to be spent on border security.

Is it realistic to expect Trump to balance the budget? . It would reduce spending on programs like food stamps (or SNAP), Social Security disability insurance benefits, additional income for poor seniors, disabled adults and children (SSI), and public assistance for needy families (TANF).

States also would be required to match 20 percent of federal funding for the program under Trump's 2018 federal budget.

The budget does not call for big changes to the Social Security retirement program or Medicare, which Trump promised during the campaign to preserve.
