The study is authored by Dr. Christopher Murray‚ director of the Institute for Health Metrics and Evaluation (IHME) at the University of Washington.

"America's ranking is an embarrassment, especially considering the U.S. spends more than $9,000 per person on health care annually, more than any other country", Dr. Murray said.

The study was published today in the global medical journal The Lancet, and represents the first effort to assess access and quality of services in 195 countries from 1990 to 2015.

In the map below, the higher the health-care quality index, or HAQ, the better the level of care, according to the study.

The Swiss government says it is planning to increase efforts to examine the use of certain medical treatments and technologies to reduce health costs.

Places with the highest scores in 2015 include Canada, Australia, Japan and much of Europe, while some African countries as well as India, Pakistan, Afghanistan and Papua New Guinea have the lowest scores.

Experts analysed data on death rates for 32 diseases that can be avoided or treated with proper medical care from the last 25 years to draw up the Healthcare Access and Quality (HAQ) Index.

The study, which appears in The Lancet, relied on data from the Global Burden of Diseases, Injuries, and Risk Factors (GBD), an annual study that uses 2,300 collaborators in 132 countries to quantify the magnitude of deaths from all major diseases and injuries. China was ranked 60th with a score of 74.2.

The paper does offer some signs of improvement in access and quality.

Some countries in eastern and western sub-Saharan Africa reached index value beyond their development levels, whereas others, mostly in southern sub-Saharan Africa, the Middle East, and south Asia, trailed behind those with similar level of development, the study found.

The top 10 in the overall index were Andorra (95), Iceland (94), Switzerland (92), Sweden (90), Norway (90), Australia (90), Finland (90), Spain (90), the Netherlands (90) and Luxembourg (89.3).

The Healthcare Access and Quality (HAQ) Index is a summary measure based on 32 causes, that in the presence of high-quality health care, should not result in death.
