Flynn is part of a larger investigation into Russia's meddling in the 2016 presidential election.
Flynn is also under investigation for business dealings he had with clients tied to foreign governments.
The Senate Intelligence Committee said it made the formal demand after Flynn rejected its request two weeks ago for information on his contacts with Russian officials and businessmen.
"Everything has been voluntary up to this point, and we've interviewed a lot of people, and I want to continue to do it in a voluntary fashion", Burr said earlier on Wednesday.
