Witnesses said the motorist mounted the sidewalk in a burgundy Honda sedan and sped along more than three city blocks, knocking people over before the vehicle hit a pole and came to rest at 45th Street and Broadway in Midtown Manhattan.

The Police chief said Rojas was driving his Honda auto at a "high rate of speed" around noon along the sidewalk through three streets, hitting pedestrians along the way before coming to a stop after colliding with metal railings at a street corner. At least four people sustained critical injuries, according to the FDNY. The bollards are created to stop vehicles going about 30 miles an hour, he said.

At least one person was killed and 19 others wounded after a vehicle drove through a crowd of pedestrians in Times Square just before noon Thursday. Lowe saw injured people, including a woman who "had tracks all over her body".

Cheryl Howard and her daughter were out shopping when the auto sped down the footpath. He was identified as a 26-year-old from the Bronx with a history of arrests for driving while intoxicated, as well as other infractions.

New York City Fire Department said about 22 people have been injured when a vehicle mounted the pavement and collided with a number of pedestrians. He turned in time to see the vehicle roaring up the street. He tested negative for alcohol Thursday and drug tests were pending.

One official says Rojas told authorities when arrested previously that he believed he was being followed. Police said he pointed a kitchen knife at a notary who'd come over to do paperwork, and he accused the notary of stealing his identity. He pleaded guilty to harassment, a violation, and was not sentenced to any prison time. They say he was captured at the scene and arrested.

Although officials said Rojas' action were not terrorism-based, they were not taking any chances.

The victim has been named as Alyssa Elsman, a tourist who was visiting the city from Portage in the USA state of MI.

Elsman graduated previous year from Portage Central High School.

"A mother was talking to her daughter trying to calm her down. She was bright. She was amusing".

"He's been going through a real tough time", he said.

Rojas enlisted in the Navy in 2011. In 2012 he served aboard the U.S.S.

Navy records show he spent two months in a military prison in Charleston, South Carolina, in the summer of 2013 but do not specify why. They don't indicate why.

The sidewalks around Times Square are secured with more than 200 steel bollards meant to prevent accidental or criminal vehicle intrusions, said Rob Reiter, chief security consultant for CalPipe Security Bollards.

That network of barricades, though, is far from a complete defense.

He expressed sympathy for those injured and especially for the woman who was killed and her family.
