Police officers secure the area near a auto after it plunged into pedestrians in Times Square in NY on May 18, 2017. Details of the circumstances were not immediately available.

The sidewalks in many parts of Times Square and surrounding blocks are lined with metal posts created to prevent cars from getting onto the sidewalks and other public areas.

Navy records show that Rojas enlisted in September 2011 and was based in IL and Florida, working as an electrician's mate fireman apprentice.

Navy records also show he spent two months at a naval brig in Charleston, South Carolina, in 2013. They don't indicate why.
