  • Pence: North Korea is 'getting the message'

Ryan said he was encouraged by the results of efforts to work with China to reduce tension, but that it was unacceptable North Korea might be able to strike allies with nuclear weapons.

Given the close economic links between North Korea and China, US military officials have said that Beijing is critical to solving the North Korean situation, with President Donald Trump recently commending Chinese President Xi Jinping for Chinese efforts to curb Pyongyang's activities.

A North Korean missile blew up nearly immediately on its test launch on Sunday, the US military said.

The latest bellicose statement follows North Korea's weekend display of military hardware in a parade marking the birthday of its founder Kim Il Sung and two attempted missile tests, one of which failed.

The Trump administration is focusing its North Korea strategy on tougher sanctions, possibly including an oil embargo, a global ban on its airline, intercepting cargo ships and punishing Chinese banks doing business with Pyongyang, Reuters reported last week, citing USA officials.

The defence ministry said US and South Korean air forces were conducting an annual training exercise, codenamed Max Thunder, until April 28.

China is also opposed to the USA military's presence in South Korea, protesting the recent United States and South Korea decision to begin deploying elements of the THAAD missile defense system. For its part, China says the system's powerful radar is a threat to its security.

On Monday, Hwang and Pence reaffirmed their plans to go ahead with the THAAD, but the decision will be up to the next Korean president.

The Chronicle points out that "most observers believe that Pyongyang does not yet possess the technology to deliver a nuclear warhead intercontinentally".

Such statements by the 15-member council have to be agreed by consensus. We've said it as clearly as we can possibly say it.
