A Russian government thinktank overseen by Vladimir Putin created a plan to influence the 2016 United States election in favour of Donald Trump.

Reuters said three current and four former usa officials confirmed the existence of these documents.

The Moscow-based institute is run by retired senior Russian foreign intelligence officials appointed by the president's office.

The strategy paper drafted in June recommended launching a social media propaganda campaign and having the Kremlin push Russian state-backed media to urge U.S. voters to elect a president with a softer stance towards Russia.

They said the second document was produced in October and concluded that since Democrat Hillary Clinton appeared likely to win, it was best for Russian Federation to focus on reporting allegations of voter fraud to discredit the electoral process.

The documents obtained by USA intelligence from the RISS did not mention the DNC hacking, according to the officials who spoke to Reuters.

The US and Russian Federation clashed at the United Nations on Wednesday over a US-drafted Security Council statement to condemn North Korea's latest failed ballistic missile test. Diplomats said China had agreed to the statement. Reuters reported that US intelligence agencies also declined to comment on them.

Russian Federation has repeatedly denied interfering in the USA election.

In the latest sign of the Kremlin's abrupt about-face on its erstwhile American hero, Kiselyov pronounced Trump "more dangerous" than his North Korean counterpart.

"And by the way, it's not the first pack of lies we're hearing from "sources in USA official circles", the spokesperson added, Reuters reported.

The changing attitudes in Russian Federation come as the country ups its own saber-rattling in response to recent US power plays under Trump.

According to Dmitry Kiselyov, the Kremlin's top TV mouthpiece, the riskiest is Donald Trump, the man Russian officials and propagandists hailed just a few weeks ago as just the kind of leader the world needed.

Four of the officials said the approach outlined in the June strategy paper was a broadening of an effort the Putin administration launched in March 2016.

The Russian Institute for Strategic Studies, a government-backed group that provides recommendations to Putin and Russian lawmakers, also denied the Reuters report.

A spokesman for the government-owned Sputnik news channel, which the anonymous officials accused of spreading pro-Trump propaganda, stated that the allegations were an "absolute pack of lies".

"And by the way, it's not the first pack of lies we're hearing from "sources in USA official circles", the spokesperson said in an email. One online propaganda video produced by RT, which claimed that "100 percent of the Clintons" 2015 "charity' went to themselves" was viewed more than nine million times. "He doesn't plan to attack anyone just for the sake of it", said Kiselyov, who was a cheerleader for state TV's strong anti-American tone under the Obama administration and once said Moscow could turn the USA into radioactive ash.

The report said the agencies did not assess whether Moscow's effort had swung the outcome of the race in Trump's favour, because American intelligence agencies do not "analyze USA political processes or US public opinion".

The Kremlin realises however, those same officials say, that the process will be harder and take longer than originally thought and the result is likely to be more limited in scope.

It was not immediately clear how the documents were obtained by US officials from the RISS.

When the documents were written, the report said, Leonid Reshetnikov served as the think tank's director and previously spent 33 years in Russia's foreign intelligence service.
